
"The Community Access Program (CAP) is an initiative developed to help provide Canadians with affordable public access to the Internet and the skills to utilize it effectively. Under CAP, local schools, libraries and community centres act as 'on-ramps' to the Information Highway and provide support on how to make the best use of the Internet.
"CAP was launched by Industry Minister John Manley on February 17, 1995, and is a key component of the federal government's Connecting Canadians initiative. This program is a joint venture of federal, provincial and territorial governments working to ensure that the economic and social benefits of the Information Highway are available to all Canadians."
