Under CAP, local schools, libraries and community centres act as 'on-ramps' to the Information Highway and provide support on how to make the best use of the Internet.
"CAP was launched by Industry Minister John Manley on February 17, 1995, and is a key component of the federal government's Connecting Canadians initiative. This program is a joint venture of federal, provincial and territorial governments working to ensure that the economic and social benefits of the Information Highway are available to all Canadians."
